According to Tuttosport, both clubs have been impressed with Jorginho's start to the season and are ready to £7m for the midfielder.
Lazio were also thought to be interested but their offer of just over £4m was rejected out of hand by Verona.
Jorginho has been at the centre of Verona's surprise start to the season, contributing three assists in eight games and helping his side to fifth in Serie A.
