"After the horrendous floods of 2007, where 55,000 houses were flooded, around five or six thousand houses have been flooded over this year, 2012," he said. "If any house has been... flooded it's a miserable experience for whoever's involved. But we are better prepared now, we had the largest civil contingency, emergency exercise last year, which put into practice all the things that are being done at the moment and you can never stop flooding happening."

The minister said his "heart goes out to people whose Christmas has been ruined by these extraordinary weather circumstances".

"The sight of people's presents floating around in houses or in shops is just awful but I think heroic work has been done by the Environment Agency, by the emergency services, by local councils and, you know, great community spirit," he said.
