Wilshere should also start against Bayern after being forced off during last Saturday's 1-0 win against Sunderland because of a kick on the thigh.
He is having a fitness test on Friday to establish whether he can play against Blackburn at the Emirates on Saturday. Although Wenger said that Wilshere was "looking better", the expectation is that he will be given further time to rest ahead of the Bayern match.
Similarly, Koscielny will have another fitness test on Friday but will probably not be risked against Blackburn as Wenger seriously contemplates rotating his squad and resting key players.
Wenger's defensive options are further limited by Carl Jenkinson's one-match suspension. Abou Diaby is also fit again to provide competition in central midfield while goalkeeper Lukas Fabianski returned to competitive football this week for the first time this season.
Although Wenger has been lifted by the positive injury news and his increased options, former Arsenal goalkeeper Jens Lehmann has warned that Bayern will be particularly fresh following Germany's midseason break.
"For an English team it is the worst draw to play a German team," said Lehmann. "In addition to that Bayern has not been really challenged for once yet in the second half of their season. The only stress they have is the one at the training sessions.
"Jupp Heynckes [the Bayern manager] will warn his players of the speed that Arsenal still can play in the offensive game, especially Theo Walcott but also more and more Lukas Podolski can be very dangerous.
"Vice versa, Arsenal will look to stop Bayern creating their good positioning game from which they can accelerate."
